As the U.S. unemployment rate rises to over 6% in 2003, American corporations still demand the special program that allow them to bring in foreign workers to take jobs in the United States. The H1-B Visa Program is authorized by Congress and permits foreign nationals to work in the U.S. The information technology industry utilizes this type of Visa to replace American
information technology workers with lower cost foreign workers. Americans often train their own replacement workers before they themselves are terminated. The L-1 Visa allows multinational companies to transfer employees from a foreign branch or subsidiary to a company office in the United States. The transfered worker can stay and work in the U.S. for up to seven
